Position Description

M. S. Hatch Consulting (MSHC) is seeking a creative, proactive, and highly motivated individual to provide technical support on exciting and challenging public and private sector projects in Southern California. This position is remote, as MSHC does not operate out of a central office; however, the candidate must be located in the Orange County area for frequent in-person coordination with MSHC team members and clients.

Position Requirements

Current pursuit or completion of a bachelor's or master’s Degree in engineering.
- Excellent written and verbal communication and technical writing skills.
- Strong computer skills and experience with Microsoft Office Suite, including Excel and Access.
Strong organizational time management skills.

Ability to take instruction, operate within a team network, and work independently.
- Travel, primarily within Southern CA, will be required.

Preferred Qualifications

- Enthusiasm to pursue a career in air quality and stormwater, including but not limited to Clean Air Act permitting and compliance, Greenhouse Gas inventory and reporting, sustainability, and stormwater pollution prevention.
- Fundamentals of Engineering certification (EIT) or the ability to obtain one is preferred, but not required.
- U.S. Citizenship

- Valid Driver's License or Identification Card

CLOSED - Senior Air Quality/Environmental Engineer or Scientist

Position Description

M. S. Hatch Consulting (MSHC) is seeking a creative, proactive, and highly motivated individual to lead and develop projects and tasks while providing technical support to public and private sector projects in Southern California. This position is remote, as MSHC does not operate out of a central office; however, the candidate must be located in San Diego or Orange County for frequent in-person coordination with MSHC team members and clients.

Position Requirements

Responsibilities will include task and project management, personnel management, and business development. Project management activities will include management of scope, schedule, budget, and profit/loss; project staffing; subcontractor management, and client management. Personnel management will include mentoring, staff development, and recruiting new staff. Business development activities include maintaining existing accounts, developing new accounts, identifying and screening new opportunities, and drafting proposals. The successful candidate will lead and support a diverse group of environmental professionals to achieve quality, client focus, and excellence in project execution. The individual is expected to practice leadership, coaching, mentorship, and business development.  

- Bachelor's or master’s degree in engineering or environmental science.
8+ years of experience in Environmental Compliance specific to Air Quality. Other relevant fields include Stormwater, Sustainability, Hazardous Materials and Hazardous Waste Management, EPCRA 311/312/313, and Pollution Prevention.

Good working knowledge of federal, state (California), and local regulations, including San Diego Air Pollution Control District and South Coast Air Quality Management District regulations.
- Excellent written and verbal communication and technical writing skills.
- Strong computer skills and experience with Microsoft Office Suite, including Excel and Access.
Strong project management, organizational, time and budget management skills.

Demonstrated ability to work with and lead a team and work independently without day-to-day supervision.
Relevant experience with business development activities, including customer marketing, Department of Defense (DoD) contracting, request for proposal evaluation, and proposal development and preparation.
- Travel (primarily within Southern CA) will be required.

Preferred Qualifications

Experience with existing and planned California Mobile Source Regulations, including Off-Road Diesel Vehicle, Truck and Bus, Large Spark-Ignition, Advanced Clean Truck Regulations, etc.
Experience with California and federal greenhouse gas programs, including but not limited to inventories, reporting, sulfur hexafluoride, and the local, state, and federal refrigerant management programs.
Experience in preparing air permit applications.
Understanding of emission inventory, air dispersion modeling and health risk assessment tools, such as
California Air Resources Board HARP2 software.
Professional Engineers license or the ability to obtain one is preferred but not required.
