Who We Are
Massie Hatch, PE, CPP
Massie Hatch has 33 years of experience in air quality permitting, compliance, and air pollution control. Since 1991, Massie has led or participated in 400+ projects involving air quality permitting and compliance and emissions control for government and commercial clients within SCAQMD, SDAPCD, MDAQMD, VCAPCD, AVAQMD, EKAPCD, and SJVAPCD. While with URS, Massie served as Program Manager on five air quality compliance contracts with the U.S. Navy. Massie's team completed hundreds of air quality and multimedia compliance Task Orders in California, Arizona, and Nevada, totaling $30 million. Under her leadership, the firm achieved 98% “Exceptional” and “Very Good” ratings on air quality projects. Massie's expertise is in Title V and New Source Review permitting; and NESHAP and NSPS compliance. She also has extension experience with federal and California Greenhouse Gas (GHG) regulations and California Diesel and Mobile Source programs. Massie is a Registered Professional Mechanical Engineer in California and a Certified Permitting Professional (CPP) with SCAQMD. She is the Immediate Past President of the Industrial/Environmental Association (IEA) and currently serves on the IEA Executive Committee and Board of Directors.

M. S. Hatch Consulting, LLC (MSHC), established in 2011, specializes in air quality permitting and compliance; stormwater management and training; strategic regulatory planning; California and federal greenhouse gas (GHG) inventory, reporting, and assessments; California Air Resources Board (CARB) Diesel and Mobile Source Program compliance; and sustainability management and plans. MSHC has a professional, full-time staff of fifteen engineers and scientists, supported by three part-time employees in offices in Irvine, San Diego, Los Angeles, Long Beach, and Santa Barbara, CA. Our senior staff has an average of 25 years of experience performing air quality and water quality projects in Southern California.
MSHC's staff mix offers a range of experience, qualifications, and expertise, which, coupled with our business size, allows us to be nimble and cost-effective.
